"At the beginning of the film German Federal Chancellor Helmut Kohl emphasizes to the Bundestag that Germany belongs to NATO. The film then flashs back to 1953, when Wolfgang Köppen's novel, 'Das Treibhaus', caused an uproar in Bonn. Köppen's story of a deputy is told between clips of documentary and historic archival materials. The deputy returns from emigration, full of hope that Germany would have fundamentally changed after World War II. He dreams of reunification of the occupied zones and of a state without armaments -- at a time when the German defense contribution , 'rearmament, is being debated in the Bundestag. In Bonn, the deputy finds a jungle of intrigues, power struggles, opportunism, party calculation, and treachery. He despairs at the human and political failings, and, after a speech to the Bundestag, commits suicide."
