The former foreign legioner, King, has gathered together a gang of hooligans in the GDR that is perpetually up to no good. After their shoddy work on a construction site results in the deaths of two people, the group of shaved-headed men set up camp on the Baltic Sea. Their noisy motorcycles, blaring radios, and acts of petty violence make the vacationers' life a living hell. By chance, Lieutenant Czernik establishes a connection between the construction site accident and the rampaging at the beach. After setting up roadblocks on the route to West Berlin, Czernik and the police are able to arrest the gang members one after the other. The last to be captured is the ringleader, King.
